A lawless expanse beyond the City built around a collapsed orbital tether, where the Light behaves like weather rather than a resource and nothing you build is guaranteed to survive the season.
The tether came down eighty years ago and the ice took the rest. What is left is a corridor of wreckage two hundred kilometres long, warm enough to live in only where the cable still holds a charge.
Light here is not something you spend. It arrives, it moves, and it leaves, and the people who stayed learned to read it the way sailors read weather.
